Can we get a homepage #29

A good bit of the feedback from various people had to do with confusion about downloading the development snapshot instead of the pre-built distro. GitHub has a very unfortunate feature in that it adds two bit buttons "Download as zip" and "Download as tar.gz" on the Downloads page, that point to the development snapshot. Is there any way to get rid of these?

Failing that, we should have a homepage, in order to shield everyday users from the development details. Maybe we can get one on jats.nlm.nih.gov?

There is no way to get rid of those buttons. Let's use github pages http://pages.github.com/

I'm not very happy with gh-pages, so I'm reopening this as a "maybe-someday" issue. I'd like to see us put the home page on NLM somewhere. Then, I'd like to put the homepage files into a "website" directory under the master branch. The main thing I don't like about gh-pages is that it doesn't make sense that it's a separate branch of the same repo -- I think it's not the way branches are supposed to be used, and it makes the files harder to maintain when doing a release. For example, I think most of the release procedure could be automated, but it's much harder if you have to have your script switch branches in midstream.

This would also solve the problem of where to put the binaries (see #34 )
