Make properties first class BioPortal objects

Give properties in BioPortal the same UI capabilities as classes:

ability to display any related attributes (https://github.com/ncbo/bioportal_web_ui/issues/50)
unique identifiers, IRI-based resolution based on those unique identifiers (https://github.com/ncbo/bioportal-project/issues/129)
resolution of purls generated by BioPortal to those unique identifiers
tabs for visualizations, notes, and property mappings
link to create a mapping to another property
ability to request new properties
search for properties, both in overall search and within property tree

As part of this task, evaluate any outstanding issues about representing properties in the UI, and address those as appropriate.

And as a side note, have the properties details pane scroll independently of the tree.
