As a temporary workaround, I manually uploaded a new file-based submission (i.e., the pull URL is now disabled). I used the latest version of the ontology source file from Oct. 18, 2021:
The new submission from Oct. 18 is now fully processed / available in BioPortal:

As an aside - when I uploaded the new submission, I updated some of the ontology metadata that was outdated compared to what is currently displayed at the OBO Foundry:
Received a complaint on the support list from an end user that classes weren't accessible for DRON.
Our nightly pull process is unable to download new versions of the ontology source file from GitHub due to this known issue:
