HGNC-NR latest submission failed to process #243

HGNC-NR submissions with IDs 3 and 4 show only as "Uploaded" in BioPortal with no further processing statuses.

Directories for submissions 3 and 4 just had OWL files in them - nothing else, i.e., no parsing log files. Unclear why these weren't picked up by the ncbo_cron parsing job. Deleted empty submission objects (IDs 3 and 4) using an ncbo_cron console session. Created a new submission with identical properties from previous submissions.

The new submission I created processed successfully (submission ID 3).
