Update current docker_compose.yml (replace development-based module). #274

Update latest docker_compose.yml to make it a suitable replacement for (currently private) development-based module.

I have created a new repo hosting docker compose files with DIP based tasks which is available at https://github.com/ncbo/ontoportal_docker. This repo will be eventually cloned or moved to ontoportal github org
