rename obo_foundry slice to obo-foundry #278

rename obo_foundry slice to obo-foundry. Underscores in subdomain names are technically allowed but they may not be supported or accepted by all DNS servers, web browsers, and software applications.

renamed slice and added all OBO Foundry ontologies to the slice (per https://github.com/ncbo/bioportal-project/issues/284) https://obo-foundry.bioportal.bioontology.org
