Contains some minor adjustments to the Boostrap 5 migration:
Changed the "Browse ontologies" dropdown on the home page from a split style button to a regular style button. Received feedback that having the entire face of the button clickable is more intuitive than just the dropdown caret.
Moved the "Ontologies loading" splash div element below site notice display on the ontologies Browse page. Fixed an issue where site notices temporarily jumped down and up the page when the loading message appears.
