Login as functionality fails for users with '@' symbols in the username

Steps to reproduce:

Login into BioPortal with an administrative account
Navigate to the Admin -> Users tab
Find any user with an '@' symbol in the username (e.g., 2319718186@qq.com), and click the "Login as" link in the Actions column

Result is a 404 Not Found.
