Rails 7.0.8 upgrade (part two) #309

This pull request adds initial support for a number of new features available for Rails 7.

Installs Turbo (though currently disabled)
Installs Stimulus
Installs jsbundling-rails with the esbuild bundler
Adds the sprockets-rails gem and upgrades Sprockets from 3 to 4.
Replaces sass-rails with sassc-rails
Refactors the Gemfile to better mimic Rails 7.0.8 default gems
Fixes some RuboCop warnings
