Add support for GitHub handles/ORCID iDs in ontology change request issues #323

BioPortal was recently modified to allow end users to optionally add their GitHub usernames and ORCID iDs to their accounts. If this information is present, it should be included in the body of any GitHub issues that are generated as a result of ontology changes requests. Currently the issue bodies only contain the end user's BIoPortal username, e.g.:

some ontologies will want to incorporate the orcid as axiom annotations so we should have a standard way of doing this that is easy to parse
