`MEDDRA` does not transform #91

The main ontology list (ontologylist.tsv) includes MEDDRA, but it is not populated in the output stats, even as a failed transform. The metadata page resolves: https://data.bioontology.org/ontologies/MEDDRA/latest_submission But the download page returns a soft 403 error because there are license restrictions on downloading MEDDRA: https://data.bioontology.org/ontologies/MEDDRA/download This should translate to a failure to transform, perhaps with some annotation to explain why.

Same is true for RCD, SNOMEDCT, and some, but not all, of the other UMLS resources.
