add option to skip owlapi parsing when processing ontologies #42

Adding the option to skip owlapi parsing if owlapi.xrdf file present when processing ontologies would be beneficial when rebuilding triple store because it would save time and compute resources. There is no need to run owlapi parcing step if owlapi library hasn't been upgraded.
