test_purl_owl and test_purl_obo experience random failures #35

The test_purl_owl and test_purl_obo unit tests sometimes pass, sometimes fail with response status 500 "Internal Server Error". This behavior happens both in a local development environment and also when the unit test suite is run by a GitHub Action.
