Steps to reproduce

Pre-condition: There is a workflow without Input
1. Open its Actions modal popup and observe

Actual result https://github.com/user-attachments/assets/5fbe1a3d-941f-4a19-88bc-bc997a392321 Expected result Show warning msg: "Please define input for the workflow!"
