Features:

Implements formatter behavior for output reports.
Add new sonarqube output formatter.

Closes #106 add new output format for sonarqube.

Closing this PR due to staleness - but there is a related outstanding discussion around the ideas contributed here that need more discussing over in #106, this should be revisited once a consensus is made over there.
