Do not use global state for configuration #92

This is first PR from some more to come that should clean up the CLI interface of Sobelow. The goal there is to provide API that will allow using Sobelow from the Elixir and allow for extensibility like for example adding custom output formats for GitLab SAST.

Closing due to staleness - happy to reopen later / fold the changes into a new PR if someone stumbles upon this and desires this feature.
