Setup Iridium-Loggernet buoy data server

Currently, laptop (turb.marine.unc.edu) running Win7 is configured to communicate via Iridium to buoys. This function needs to be moved to desktop computer running Win10.

• [x] Install and configure Loggernet v4.x on desktop

• [x] Install and configure Fabulatech serial redirector (2-port)

• [x] Change DCHP to static IP (turb.marine.unc.edu) so it is the new buoy data server

• [x] Test with comms with both buoys

• [x] Setup python script that splits LoggerNet data into local month-long files for getraw

• [x] Install cygwin and sshd

• [x] Test data getraw from cromwell for near-realtime data processing

Mostly complete, including a Iridium comms test to tower package using Loggernet using the serial port redirector. Will need to test to both buoys when they get put back together at dock while we have good internet for remote desktop to server back on UNC campus.
