[x] test batteries and charging system

Install sensors

[x] wind, temp/rh, and rain (and wire to met junction)
[x] PSP/PIR
[x] GPS
[x] Iridium Antenna
[x] Camera (w/ 32 Gb SD card)
[x] Baro tube -- still need fitting to canister
[x] CTDs (temporarily for testing)
[x] main canister and connections

Configure

[x] configure camera per documentation in issue #46
[x] align anemometers
[x] configure CTDs

Test

[x] Joubeh RUDICS Iridium Comms
[x] MELO SMS Iridium Comms
[x] all sensors functioning and wired correctly
[x] all reasonable sensor readings
