When you open the "Character Viewer" (either using CMD+CTRL+SPACE or by selecting "Show Emoji & Symbols" from the keyboard item in the mac status bar), it can't be controlled by homerow. It seems there's no way to focus that floating window to get homerow to be able to select items inside of it.

Steps to reproduce the bug
Open "Character Viewer" by hitting CMD+CTRL+SPACE
Activate homerow
Result:
Homerow shows targets for existing application (underneath the floating window).
Expected result:
Homerow is focused on the floating window allowing selection of emoji/characters.
