When entering scroll mode, I'm unable to scroll on any apps. Doesn't matter which one, it just doesn't work.

Add screenshots to help explain your problem. You can also use Loom to easily record your screen to show the bug in action. That is really helpful!
Honestly, not sure how useful a screen record would be here. Entering scroll mode shows the outlines around the scrollable elements, and I'm able to switch between them. But using hjkl does not do anything once I'm inside of a scrollable area.

Try to scroll within a scrollable area
