Document process for editing/updating previously submitted metadata

From the user: _We've found that rules for editing previously submitted metadata differ between clinical/biospecimen and file metadata, but are not documented in the Data Ingress Docs

• File-associated metadata can be edited or submitted for a subset of files and records will remain in the Synapse manifest

• Clinical and biospecimen metadata cannot be submitted for a subset of files—doing this overrides any previous submission_

Milen notes that documenting the expected behavior for (meta)data update in the HTAN data contribution docs would make a lot of sense. We currently actually don’t have documentation for (meta)data update, and only cover first time upload.
