Update CI tests and add pre-commit

This PR addes a pre-commit config that

• Standardises CSV formatting with clevercsv

And adds tests to the CI github actions to

• check attributes required for components are used
• check used attributes exist
• check for unused attributes
• check for duplicate attributes
