Create 'exseq minimal' component based on 'other assay' #358

Discussed on HTAN Ops call on 2023.03.12. - currently some exseq data from HTAPP still annotated under 'other assay." Propose that we create an ' 'exseq minimal' component based on 'other assay' as an interim approach for this data type to get it out of other assay. In the renewal, we can explore expanding/improving on an exseq schema based on community need and input

Still need to update the data to the new component. Ashley has noted this for upcoming HTAN Ops call to see if Clarisse can help with this.
