Update liaisons on hdash #17

Please update the liaisons column with the following names: HTAN BU HTA3 Jen (jennifer@ds.dfci.harvard.edu) HTAN DFCI HTA5 Jen HTAN Vanderbilt HTA11 Clarisse HTAN WUSTL HTA12 Clarisse HTAN SRRS HTA15 Clarisse

I think it might be easier to just delete the liaison column from the dashboard, since we already document this elsewhere. thoughts?
