Add TNP info #599

Migrate TNP information from synapse (e.g. https://www.synapse.org/#!Synapse:syn17022193/wiki/606340 for the SRRS TNP) to a page like those for HTAN centers. Link to the information from the data explore page.

Please let Jen Altreuter and Rochelle Levy know once this is done. (after the data is migrated, we will remove the information from the synapse wiki. )
