Update Data Access filtering logic

@onursumer as discussed, providing an updated data access breakdown for new release 5.1 data according to recent discussions

CDS/SB-CGC (dbGaP)
- BulkRNA, BulkWES, ScRNA, ScATAC, HI-C, BulkMethylation,10xVisiumSpatialTranscriptomics-RNA-seq Levels 1 & 2 as specified in released.entities table (CDS_Release) column
CDS/SB-CGC (Open Access)
- ImagingLevel2, SRRSImagingLevel2 as specified in released.entities table (CDS_Release) column
Synapse (Open Access)
- ElectronMicroscopy, RPPA, MassSpectrometry (all levels)
- Level 3 & 4 all assays
- Auxiliary & Accessory files/folders
Coming Soon
- All other files pending CDS/SB-CGC release

We should also update the file download logic defined here.

If data has been categorized as Synapse (Open access) behavior can be the same for all files regardless of level.
