SELECT ... option no_cache #1359

The task is:

  1. add new option no_cache for select which should make the query fully ignore query cache
  2. update the doc - https://docs.manticoresearch.com/latest/singlehtml/index.html#option

Once done - inform Effyis, they will benefit from this (in etalon queries)
