Add cron scripts for synchronizing mirror repos. #5

Note that the sync_mirrors.sh script needs to have a "real" API key. If the build hook could somehow generate the _config file with the key in it, that requirement would drop out.

Thanks for that - I noted a couple of potential follow-up changes (including your note about finding a way to avoid hardcoding API_KEY)

Note: I don't think my scripts are actually working on my instance. :(

I rebuilt my own instance to include those yesterday, so I'll be able to take a look myself.
