Cosmetic changes in Dockerfile #5

Move WORKDIR line and remove one "cd". I also added few comments as I like those in DFs for people who might be interested in project, though are not familiar with Docker(files)

No idea if what you had there was intended or just a result of iterative development of Dockerfile but this is how I would do it:-)

You may also want to review the default Dockerfile template in the Django DevAssistant, since the core DF layout came from there :)
