Update website footer #1385

We've been asked to remove the 3 business hyperlinks in the footer and add a mention to the businesses on the official partners' page.

Please add a section at the bottom of the partner page that states Website brought to you by OptSus Marketing and Osprey Web Designs, LLC

The point really is we are all volunteers and our businesses are not formally doing the work. Either include everyone’s business or don’t include any.

I deleted the links in the footer and added a new section to the Partners page at the bottom and gave it a header of "NC Open Pass Volunteer Contributors", I added a bulleted list with links. Let me know if it needs to be edited.
