The NC Open Pass Newsletter list has 1,836 subscribers. 1,005 of those subscribers did not open all of the last 5 campaigns.

Given that segment is 54% of the total list, I would recommend we send out the preference email to everyone on the Newsletter list.

Tweaking the criteria just slightly - the number of subscribers who haven't open all of the last 5 campaigns is down to 958 - still over 50% of the list.
