removing comment line crashes on editing ticket #21

What steps will reproduce the problem?
1. edit a ticket
2. delete the comment line
3. save/quit editor

What is the expected output? What do you see instead?

It should update the ticket, instead crashes out with a KeyError exception
when we try to pop the non-existing comment line out.
