Aliases should be assignable on a per-site basis

What files will be affected?

settings.py
bin/tracshell
shell.py?

How will the enhancement benefit the project?

can use aliases such as "mine" which will have different query strings on
different servers, for example

What side-effects (if any) will the enhancement create?

none
