Comment on PR build with attached rulebook #13

Instead of requiring admins and contributors to navigate to build artifacts, the CI pipeline should comment on a PR with a built copy of the rulebook.

This appears to not be possible as of 5/1/2020. Will revisit at such a time as GitHub makes this functionality available and public.
