Incorporate OnDemand debugging info from here: https://wiki.ncsa.illinois.edu/display/DELTA/debugging+jupyterlab+%2C+OpenOnDemand Work with Galen.

I think this came up when we were discussing how to let users debug when they are over quota and open ondemand fails. I don't see quota mentioned in the linked document. May need to get that info from Galen.
