cache dir 'vep_data.tar' is uploaded to google cloud storage. Fix #20

Where exactly is the vep_data.tar file? I will need to download it my dev machine.

It's in the terra workspace: https://app.terra.bio/#workspaces/phyloflow-demo-billing/ncsa-phyloflow/data, under "Data>Other data>Files"
