Remove shaded elevation layer?

Try getting rid of the shaded elevation layer options, turning up the map layer opacity, and adding layer options for cities and roads.

After further discussion, here's the plan for the map layers:

• Re-add the water polygon layer from OpenStreetMap (still offline now, but available for download here)
• Remove the shaded elevation layers (the Natural Earth elevation map when zoomed out and the MapQuest road map layer when zoomed in)
• Add layer options for roads/highways (see one option on this page) and cities (possibly use the layer on the SPI tool?)
• Automatically show interactive county lines when zoomed in to a certain point, but give the option to turn off county lines as well
• Increase the opacity of the MACA data layers

The "Map Layers" menu panel could be moved (maybe below the map?) or removed entirely and replaced with map icon options.

This is all done except for adding the ocean layer back. I am meeting with John and Rebecca today to go over adding and styling layers in Geoserver, so that should be done soon too.

The new ocean layer is now in place. It's at 50m resolution so it's somewhat coarse along some intricate coastlines, but that may be the best compromise between having this layer available and having it load quickly.

By the way, the black boundary color can be changed if desired, so if it seems too dark or intrusive, let me know and I can alter it.

Otherwise, I am closing this issue since that finishes the updates we discussed for the map layers.
