County lines not working in IE #5

County lines are not working for any tool in Internet Explorer (tested on version 11.0.9600.17107)

This is now fixed. The source of the error was having characters with diacritical marks (á, é, í, ó, ú, ü, ñ) in the county JSON file. I replaced those with their standard letter equivalents and the county layer is now working and fully interactive.
