NaN values showing up in time series historical tooltip #90

When the historical standard deviation maps aren't available (like for the Summer Dryness tool), the Historical Observed tooltip is showing NaN values for those series. Instead of this, they shouldn't show up at all.

Fixed. NaN values should no longer show up if those historical standard deviation files aren't available.
