Visually update the tool options menus #97

In our meeting this week, it was mentioned that the DSS tool options menus may be easy to ignore since they're sandwiched between the larger fonts and different colors of the main menu above and the legend and map below.

The new menus have been implemented for all non-experimental (G&Y, WaSSI) tools.
