SemVer / PlusBump as a Service #84

Jan K.: I have an idea in my head, inspired by http://increment.build/ for a SemVer version number incrementer as a service, using some of the ideas from PlusBump.

Forking the increment.build project might be a good starting point, but it is written in TypeScript which isn't something I have experience with.
