get_site_data_from_NASIS_db: Add siteothvegclass id/name #280

This PR extends fetchNASIS('pedons') and get_site_data_from_NASIS_db() to use .formatOtherVegString() on the siteothvegclass table if records are present in the selected set/local database

adds othvegclass and siteothvegclass to default "lookup" and "site" sets via get_NASIS_table_name_by_purpose()
