duplicated this behavior at home, with the goal of trying to figure out if it made more sense to steal focus, or to keep focus in the non-radio clue dialog, but there's no immediate clear conclusion - it's still a dilemma.
So: to make a decision and move forward: seems like any incoming traffic could be higher priority than a non-radio clue report, so, the decision for now is to leave things as-is, where incoming traffic will steal focus from non-radio clue.
The non-radio clue is likely to be slower to develop and more easily interruptible than the radio traffic. Especially if the non-radio clue was already written on a different paper, and the purpose of entering it in radiolog is really just to make a note and to get a clue number (in which case the clue description would probably just be 'see attached').
Closing the issue for now, with no action needed.
Evaluate whether this is appropriate or not, and address it if needed.
