Add a parameter to control cell infestability #191

It would be interesting to add a parameter that controlled when cells are "active" to be infested or not. This could depend on whatever climate variable but the user can introduce it as a binary parameter.

We have something like this in the works by passing in phenology outputs saying when emergence happens.
