Reorganized repo in preparation of new software. First commit of component tester circuit found in Apps directory

There are a couple things that probably shouldn't be committed - any of the avreclipse stuff like .prefs and .project files for instance.

Though, it's probably easier to fix post-merge than pre-merge. Approved. I'll clean it up later, and also go ahead and rename the repo.

Josh, since I renamed it the easiest thing to do is just re-clone it. I've deleted the .project files, so you may need to copy them back over from your old copy if eclipse doesn't recreate them. I added them to the gitignore so they shouldn't be re-added, but check before your next commit just in case.
