Eventually, reimplement Haar Training so the robot recognizes the LED buoys

HaarTraining is likely an inappropriate technique for LED buoys since it works based on texture, not color. An SVM (related to contour detection) may work.

We can put this on the backburner since it doesn't look like there will be LED buoys this year
