Add Preference to launch 'shout' for checkin button. #18

Code is in place, but I'm still super suspicous of its necessity. Chris will be 
conducting user studies (eg, asking more people) if this is really a reasonable 
thing 
to have given that there is already a "checkin" menu option that does the same 
thing 
the preference would force to happen.

i just pulled a fresh apk, and it looks like the pref influences the behavior 
of the 
menu item as well as the Quick Checkin button. im assuming that wasnt the 
intention?

Dennis strongly suggests that we leave the stand-alone shout action within the 
app because of their intent to 
focus on this feature in the future as a way to tweet to a locally based group 
of friends.  This would be a way of 
getting around blasting your full twitter group, which may have users located 
around the world uninterested in 
local exploits.

This action is currently shown as a menu item within the friends tab.
