Comment: Distance to roads can be important to determining the economics of a harvest, but that is not necessarily true. It is not uncommon for loggers to build roads as part of the harvest and be paid for it by the landowner. A landowner paying for an access road to be built would completely undermine this model.
NCX response: Where alternative methods of transportation are evidently significant to timber harvesting decisions, we expect to incorporate them as we continue to improve our baseline models over time.
