wait for base hit effect to subside before transitioning state #121

I'm not sure how the tower hit works [we should also wait for the creep explosion to finish]. Maybe @PriorBlue can take a look at this issue?

Perhaps it's possible to use the "delay" we have for the wave as a workaround.
