merging issue with new UI enhancents below

[x] add action links from "side info" (visible with "welcome") to the tabs its refering...
[x] add placeholder in data table tab to remind user to load data at the ingest tab first
[x] call to action "select" message on pg_table to click (similar to volcano plots)
